Governments play a leading role in managing the financial impact from natural disasters. They are expected to provide emergency relief to affected areas, fund reconstruction of uninsured or underinsured public infrastructure and finance social and economic support programs. This session will present personal experiences of key public officials in disaster-exposed countries and discuss both challenges and lessons learned in implementing financial planning that helps governments shift from emergency borrowers to effective risk managers.

Risk assessments put a price tag on disasters by quantifying their potential socio-economic and financial costs. They enable decision makers to prioritize disaster risk management activities and identify the most effective mitigation strategies. This session will provide an overview of risk assessments conducted in Africa. Case studies will demonstrate key features of risk assessments, highlight the benefits of improved risk information to planners, policy makers, and the public and discuss current and future challenges.
