Kathlyn has ten years of regional development experience and post graduate training in key development sectors (disaster risk reduction, gender, land administration and governance) in intergovernmental, regional and national development settings in Cambodia, Thailand and the Philippines. She recently concluded her assignment as Project Manager for the International Organization for Migration (IOM) Field Mission in Cambodia for its first operational project on disaster management in the north-eastern region in 2010, and as International Field Researcher for IOM's Mapping Vulnerability to Natural Hazards in Ratanakiri Province research project in 2009. In all, she has authored and co-authored IOM's vulnerability assessments in three provinces. In the Philippines, she held key roles in policy development and advocacy for the Department of Environment and Natural Resources on land administration and management reforms and with the Institute of Politics and Governance on local sectoral representation and gender. Her field exposure in Asia include the Namxong river basin in Lao PDR, protected area in Prechanburi, Thailand, 3-S Rivers and indigenous communities in Cambodia, land adjudication sites in Leyte, Philippines, and tsunami reconstruction communities and mangrove rehabilitation in Tamil Nadu, India. She obtained a M.Sc. in Gender and Development Studies, with distinction, from the Asian Institute of Technology, Thailand, in 2008 and a Certificate of Advanced Studies in DRR from the Ecole Polytechnique Federale de Lausanne (EPFL), Switzerland, in 2010. Her interests are in programme development/management, monitoring and evaluation, risk assessments, and institutional capacity building and development mainstreaming for DRR, and climate change adaptation. Kathlyn currently lives in Manila, where she observes, participates in and learns from national and local developments on DRR implementation and climate change adaptation formulation in the Philippines. She is looking forward to expand her development experience in other developing country contexts, and strengthen her expertise to contribute to both research and practice in this field.
